Keokuk Local Flood Protection Project, PL84-99, Mississippi River, Lee County, Iowa

Major flooding of the Mississippi River at Keokuk, IA destroyed 0.5 mi of levee riprap and deposited
flood debris along critical levees protecting water treatment facilities in Keokuk. Extensive slope erosion
correction was complicated due to widely varying winter weather conditions including rain and snow,
as well as, constant threats of rises in water level due to unseasonably wet weather upstream in the
Mississippi River basin. Clearing and grading was accomplished during a one week dry period. USACE
representatives advised that flood stage waters were expected to hit this levee within two weeks after
PRUDENT completed the grading. PRUDENT accelerated the work schedule, completing the project
within two days of the flood waters inundating the project site. The project had no injuries or safety
incidents and was recognized by USACE for “outstanding” performance in key performance areas
including Workmanship, QC Documentation, Completion of Punchlist Items, Overall Management of
Staff and Subcontractors, Professional Conduct, and Labor Law Compliance.
